What this website does not do

It is worth starting with what does not happen, because it is most of it:

It uses no cookies. None of its own and none from third parties. There is no cookie banner because there is nothing to consent to.
It uses no analytics or audience measurement tools. There is no Google Analytics, no Tag Manager, no social media pixels and no equivalent system.
It builds no profiles and takes no automated decisions about users.
It contains no data collection forms. No name, email address, telephone number or any other detail is required in order to browse.
It loads no resources from external servers. Typefaces, stylesheets, scripts and images are all served from this domain, so simply visiting a page generates no connection to any third party.

Consequently, ordinary browsing of this website involves no processing of personal data by the town council, beyond the technical logs generated by the hosting provider.

The enquiry assistant

On the Routes and plans page there is an optional enquiry assistant. It is the only point on the website where information is sent outside the browser, and only if the user opens it and types a question.

What is sent

On pressing «Send», and only then, four items are transmitted:

The question, up to 500 characters.
The history: the four previous messages of that same conversation.
The language of the page.
A random session identifier, unconnected to the person.

No IP address collected by the website is sent, nor any name, email address or device or browser identifier.

The session identifier

On opening the assistant, a random identifier is generated and stored in the browser's session storage. It is deleted when the tab is closed, it does not allow the person to be recognised on later visits, and its only purpose is to limit the number of questions per session in order to prevent abuse of the service. It is not a cookie.

Where the question goes

The question reaches an intermediate service belonging to the town council, hosted on Cloudflare Workers, which acts as data processor.
That service searches the published content of this website for the passages related to the question. If it finds none closely enough related, it does not consult the model and replies that the information is not confirmed, referring the user to the municipal telephone line.
If it does find them, it sends the question and those passages to Groq, the provider of the language model that drafts the answer.

The intermediate service does not log questions, answers, IP addresses or session identifiers.

Warning shown beforehand

Before anything can be typed, the assistant displays this notice: «Experimental assistant based on the information published on this website. Your question is sent to an external AI provider. Do not include personal data.»

Please follow that advice: do not type names, telephone numbers, addresses, health data or any other personal information, whether your own or someone else's.

If the service is unavailable

When the intermediate service is not operating, the assistant automatically falls back to searching the frequently asked questions of the website itself. In that mode, as stated on screen, the question does not leave the browser.

Legal basis, retention and international transfers

Legal basis: the consent of the user, given by the voluntary act of typing and sending a question after reading the warning shown beforehand (article 6.1.a GDPR). The assistant is optional: not using it does not restrict access to any information on this website, all of which is published on its pages
Retention: the town council does not keep the questions. The session identifier disappears when the tab is closed.
Retention by intermediaries: Cloudflare and Groq are providers with their own processing and retention policies, outside the direct control of the town council. See the Cloudflare privacy policy and the Groq privacy policy
International transfers: Cloudflare and Groq may process data outside the European Economic Area, including in the United States. Cloudflare covers those transfers under the European Commission Standard Contractual Clauses, incorporated into its data processing addendum, and under its EU-US Data Privacy Framework certification. Groq states that it applies approved contractual protections and, where applicable, certifications under that same Framework, referring the detail to its data processing addendum

WhatsApp links

The information line is also offered as a WhatsApp link, with a message written in advance that contains no details about the user.

On pressing it, an external application opens in a new tab and you leave this website. From that moment the privacy policy of WhatsApp and Meta applies. These links are configured not to transmit the address of the originating page, so WhatsApp receives no information about which page of this website was being consulted.

Hosting logs

The provider hosting this website may log technical data about requests — IP address, date and time, page requested, browser type — in order to provide the service, guarantee its security and produce aggregate statistics.

Hosting provider: IONOS
Purpose and retention: IONOS is a provider established in Germany and its data centres are in the European Union, so these technical logs do not leave the European Economic Area. The specific retention periods are set out in the IONOS data protection policy

Data are not disclosed to third parties, other than the providers named above acting as data processors, and except where required by law.

Rights of data subjects

Anyone may exercise the rights of access, rectification, erasure, objection, restriction of processing and portability, and may withdraw consent given, by contacting the town council of Moreruela de Tábara, Plaza Mayor s/n, 49148 Moreruela de Tábara (Zamora), Spain, or at alcaldia@aytomorerueladetabara.es.

In practice, and since the town council keeps neither the questions nor any identifying data from this website, it holds no information linked to a specific person that would allow it to act on a request for access or erasure relating to browsing.

A complaint may also be lodged with the Spanish Data Protection Agency.
